Got a call Friday afternoon, foamy beer. Arrived, pump was running, wasn't circulating. Found pressures 44/310. Condenser was restricted with BBQ smoker ash, cleaned this, high pressure dropped to 285. This is a BVL Controls unit, CWA-2 or 3. 404A, 19 oz, and the specs called for a 55/260-265 pressure. It was mounted on top of the walk in keg cooler, cooler temp was 36. I couldn't raise the condenser off the water bath, but was able to raise it enough to see there was ice frozen on the evaporator. Factory set point was 28, unit was reading 31 when I arrived. I had the condenser off a while, when running the water temperature was 34, suction line temp was 34. Pump motor was running, but no circulation. I cracked open the bleeder valve on the pump and got it running, but had to leave it slightly cracked to maintain circulation. I didn't take the pump off the motor to check it. When I got circulation going I restarted the condenser, it was then reading 35 on the Dixel controller. It pulled down to 28 and satisfied. I left it as it was and checked the beer, told the customer if they needed me before Monday to call. There's been no call. I'll run back by to follow up tomorrow. The more I think about it the more it seems they noticed an issue and someone seems to have added water to it. There was several gallon jugs sitting around it. I'm just not sure why the pump would not maintain circulation without leaving the bleeder cracked. Any suggestions? Any suggestions on a good affordable refractometer? I don't currently have one. The fluid mixture looked more like water.

Yes sir, thanks for the reply. I followed up on it Monday and the beer is cold, (so I guess suction pressure is good) lol. Just a little joke. I suspected a glycol issue. I ordered a refractometer, soon as I get it I can confirm levels and should be good. Thanks again.
