How do I adjust the temperature the unit turns on and off? Right now the set point is determined by outdoor temp. Today the set point was 139 and it would turn on at 138 and off at 140, about a 45 second run cycle and would have about a 10 second off cycle. I turned the boiler off for several minutes to let the water temp fall 15 below set point and when I turned it back on it ran for 5 minutes without issue. I work for a school district and kinda new I asked around and no one in the shop has any ideas..... can this be adjusted?

A 45 second boiler run cycle is not a good thing.
Is the boiler variable-firing-rate? Or is it just on/off control? The boiler always fires at 100% ?
Where does the water go before it returns to the boiler?
Are there automatic valves controlling the water's flow out in the building?
Pumps are all running? Drawing proper amps?
Any strainers clogged?
A 2º operating temperature differential is pretty darned small - 20º would be more like it - but with sufficient thermal-flywheel it may have worked OK / given reasonable boiler run-times.
"determined by outdoor temperature" sound like a reset-control - does the control have an adjustable differential?
What is the make and model number of the control ?

I work on and maintain a bunch of PHW1400 models here. I am cursed with the fully modulating option on these, that brings on a whole new world of hurt.
Just retired two last week!! So excited to see those demons leave! Those two had haunted me for a year! They are both nearly 25 years old.... and that is like 105 years of age for Fulton Pulse PWM boiler.
The Fulton is not a bad product, but they can be very difficult to service and overtime they become VERY temperamental, each of our boilers have their own personalities and we have given each their own names; Regan, Damian, Carol Ann, Rosemary, Johnny Jack, and Norman. It was Damian and Norman, who are being replaced.
I work on and maintain a bunch of PHW1400 models here. I am cursed with the fully modulating option on these, that brings on a whole new world of hurt.

did lots of testing today......seams like i was wrong the unit runs about 10 over set then goes below set by 5 before it turns back on.....When talking to Tech support we determined the issue is probably an issue with the boiler snuffing out at low fire. had to go fix other issues at other building so i will adjust and test again tomorrow.
