mini split is forced air?

Pulling a permit for installing a mini split unit and the city wants over $500 for the permit because they listed it as a forced air unit.
Just looking for input on whether a mini split should be in fact classified as forced air. Even though its pushing air by a fan, In my mind I wouldn't classify it as forced air.

I see you are in CA,Mini's have to have HERS refrigerant charge verification which is why they probably lumped it that way , ours don't have a special category but our permits are half that amount

Check with your utility as well, SCE is giving $600.00 Per ton rebate on Mini's right now, they credit your account, takes about a week

I didn't think a HERS inspection would be required for a mini split. Damn. The condensing unit is factory charged. Unless Im running a long line set I cant believe they want that too.

In Seattle it's even worse. You could easily spend a grand on electrical and mechanical permits when you install a heat pump

In a pinch , your HERS will allow you to take a snapshot of your digital gauges and send it to him to get the cert. And save a trip out
