Rubber Seals Getting Melty on Gas Water Heater

See attached photo - these rubber seals around the vent on my gas water heater have partially melted. I noticed it the other day, not sure how long it has been this way. I also noticed condensation around the pipe going into the heater. What might be happening here?

Hot Flue gases spilling out of draft diverter. Need a technician to verify proper draft and inspect flue system.

Turn it off immediately. Your water heater is back drafting which is a huge hazard.
