cooling tower blowdown

Hello

I work in a cooling plant by towers, blowdown fitted out a line in the return water, the water is warm. We have high concentration of metals, hardness, TDS, TSS and currently can not lower these parameters as when we operated blowdown.

It is technically possible the purge the hot water returning from the heat exchangers? or back to use or enable blowdown?
