Not sure if this solves your problem but luckily mine got solved.
Found a CCH last week that passed my Fluke stick meter (200ohms range). My Klein meter said the CCH was 16.7kohms to ground, blowing the 460v 10a fuse on power up. Don't need a megger for that. Still, I find my stick meter light - reasonably accurate, and responsive. I breakout the Klein for such cases and for controls work.

Thank You very much for the intelligent/ excellent information. I often ask the help and understanding of our members with fantastic results such as this. I'm sure that it will help many of the younger crowd. I feel badly that you went to the trouble for my sake, I admittedly was just being an ass, apparently my sense of humor is way off. It was nice to learn that the real voltage of what we called 2300 vac is actually 2320 vac, makes more sense, so your efforts were not in vain.
" The more I learn the more I realize how much I don't know"
No trouble whatsoever and @jayguy has some justification 👍🏻
I personally have never worked with voltage that hi.
