Have 26.2 volts at R&Y and at C&R. So took defrost board off found lizard behind it.
Ordered board IMC-302C which i was told replaces Nordyne 917178A.

If the "Y" terminal is energized at the defrost control by the thermostat calling for cooling, would you have 26.2 volts between "R" and "Y"?
What is the model number of this Nordyne Heat Pump?

lets forget about that voltage.
What should have voltage when calling for cool?
-
You might want to call a service tech to determine what the malfunction is.
It`s better to be silent and thought the fool; than speak and remove all doubt.

If you measured 26 volts from R to Y. Then you don't have a call to run.

I am not trying to be sarcastic here - honestly.
Your profile states you are a technician, and a technician should know what the voltage should be between "R" and "Y" when a unit is calling for cooling, and what it should be when it's "NOT" calling for cooling.
Do you work for a HVAC company, or are you a "One Man Show", or are you really a home owner disguised as a technician?

Lets NOT forget about the voltage reading, whether you like it or not. I'll let other be all nice and easy on you,it seems that is not my style. As stated you DO NOT sound like a Tech. If you are a Tech you had better do some basic studying.

24 Volts.

If you have voltage between r&y then you’re not calling for cool.
How long have you been a tech?

I would be surprised, yet delighted, if we heard from "larryjack" again.
