It is nice to have that framing there to stand on when you climb in and out. The customer is going to talk with the landlord about getting that hatch corrected.

There was one with a plywood panel to access the scuttle hole. Unfortunately you had to climb a 20’ vertical ladder and move it while hanging in midair.
The previous person had it wedged in the wrong way so I’m hanging there whaling on it with a 5 pound sledge for far too long. After prevailing against it I found a similar situation to what you posted. Backwards ladder/hatch configuration with no good place to stand.
That same roof also had rtu’s that someone had sealed shut with NP1.
Also, why do people use nails to attach ladder rungs in access holes? Or in attics? Is it because they won’t be the ones climbing up there 15+ years later when the wood has split or shrunk and the nails are just begging to give way?
We have an account at a red crustation, the metal rungs are 2" to 3" round metal, not easy to hang on to, plus you have to open a padlock with the managers key. At least you are in a sheet rocked opening, and you can lean back into the wall of it.
Have one, Had to drag an extension ladder onto a porch roof 15' up, slide the ladder through a window and set up on second fllor in someone else's office to get on roof.

I have one that you climb onto the flat garage roof and pull up your ladder to climb up to the second story roof to get to the condensor. The really fun thing is someone installed the really quiet trane heat pump condenser with the cover over the top of the fan and it is way up there so it it a total waste.
