Does the compressor ID tag match the cond unit ID tag as far as 1 or 3 phase?

If somehow a 3 phase compressor ended up in a 1 phase cond unit, and then the replacement was based on the compressor ID tag the problem would repeat itself.

    Comp model
    ZPD54K5E-PVF130
    208/230 1 Ph
    Actual voltage 239
Run cap 100mfd, checked at 99.7
Amps and voltage were checked at contactor.
    Amp Draw is 11
It does have an unloader but not digital, it's off the scroll head, unit does have HGRH, valve was checked, check valves at reheat coil are in correct direction, all valves were checked and open

Just one more thing that IDK about. Why is an unloader used on a digital Scroll when the digital part controls/matches the comp load from 100% down to 10%???
