I was asking if the Hard Start could be bad, so I think he bypassed it to see if there was a difference.

Ive had the power to my outside unit OFF for 5 hours. Outside temp is 35 degrees. I just turned the power on. The compressor may have run a few more seconds longer than before, but it still shut off after 7 seconds or so.

Looking like Ill need to get a second opinion.

I am pretty sure I what this is as I have seen the exact same thing on a Trane system.

What you need is a technician that knows what he/she is doing and understands your system.

Start calling before you spend a pile of money on the wrong cure.
Can someone please explain to me -
Why is there never enough time to do it right the first time, but plenty of time to do it twice?

Yeah, sounds like a safety going out.

Bypassing a hard start makes no sense, replacing one to see if the old one was bad I could understand, the compressor won't start without a hard start or start capacitor.

    Thanks joemach and olivero!

Joemach, since you have seen this issue before, any advice on what specifically I should ask the next technician? I am going to call around this morning, but I'd like some type of litmus test to be sure they know what they are talking about before spending the money on another service appointment.

It is currently 27 degrees outside. I just turned the power back on to my system. I got a much longer compressor startup this time, but it still failed. Here is a video of this morning's startup:

I have very limited knowledge of how these things work, but based on the fact that the run time increases after leaving it in the cold overnights, does that point to what Olivero is saying — a bad safety?

A cycle that short will reveal nothing about refrigerant pressures. All of those "OK" findings don't tell us anything as they are not measurements. You need a more capable technician.

What did it do when the tech bypassed the start cap? Did it run for a few seconds, or not at all?

I am real curious as to how the tech bypassed the start components.
