    You solved the problem!! Thank you.

    Apparently when the “fan control in heat mode” is set to hvac on the ecobee the run down time is still active. Set the ecobee to zero seconds on the run down after heat and the speed switching stopped. The ecobee was somehow still taking over the cooling down cycle after heat and was switching the fan to the cooling speed. We were told that if the ecobee was set to let hvac control furnace fan in heat mode that the ecobee run down timer was not active.
