I think you mean ducts, not vents.
In some areas, fiberboard ducts are common.

Hello, I am currently having my basement finished and I have a few questions about the way the hvac guy installed the vents. I was at work when the guy finished up so I wasn’t able to ask him about it yet but I wanted to get some others opinions on this vent. I’ve never seen a vent that was made out of fiber board before and was wondering if this is normal practice. All of my vents he installed are fiber board boxes that he made. I’ve always seen metal vents for the hvac but I’m also not in the construction field so I really have no clue. Another question is, if this is normal, does anyone know how the drywall will go around it. Should the drywall be cut to the outside diameter of the vent (like electrical boxes or metal duct work) or to the inside diameter which would leave the fiber board resting on the inside of the drywall. Hopefully I can get some insight to this because I can’t seem to find any other info about vents done like mine are. Thanks in advance for any and all advice.

Sounds like your hvac guy didn't finish his job. The boots are to be secured with a flange before the drywall is installed.

never heard of ductboard boots, the duct work can be db. even on db, the boots are usuaully metal
