Dripping water from HVAC unit

I live in an apartment and the heat is on for the building. I hear a constant dripping noise coming from the unit, or the piping connected to it. Any idea what the cause could be and is it a safety hazard, emergency fix type of situation?

I took 2 pictures, one of the unit and one inside the little flap that is on the top left side of the unit.
In the second picture the copper tubing is coming from a cut out in the wall, that's were I hear the dripping (the piping?).

I do not know why there is a drain pan, but the dripping is not going into the pan. The unit provides heating and cooling, the building has switched over to heating for the winter, that is when the problem started.

I would call maintenance. It could be a simple fix. Or it could be a symptom of an impending and expensive failure.

Somewhat related, does mold accumulation dissipate over time if the problem is fixed? Or once it's there it's hard to get rid of?

If those pipes are chilled water they need to be insulated

Necessary all year round or mostly summer months when AC is turned on?
