No Cooling From Chilled Water System

Dear Experts,

We have a running district cooling system with plate heat exchangers just commissioned.

Primary Side Water In Temp- 5 C
Primary Side Water Out Temp - 8 C
water Flow : 230 GPM
Pumps running at Discharge: 6 Bars
Suction : 4 Bars
Design Pump Head is 100 feet at 185 gpm

At Pumps Running Condition- Condensation observed in Main Chilled water supply and return headers when exposed to atm. However, we are not able to observe cooling at FCUs and AHU. Please advise.

Also please let me know the operating pressures for pumps as no design data is given except that max operating pressure of 10 bars (calculated FLow is 185 gpm at 100 feet head). Moreover, expansion tanks are not pressurized ( what should be the pressure at Expansion tanks?)

From here it looks like the pumps aren't moving water.

Any readings of normal operating pressures?

Expansion tanks not pressurized. They should have a positive pressure on them. I would start with the water make-up station. Verify proper operation of it.
