    Salad bar

Hey I'm brand new here and somewhat new to the industry as well. I work in a hospital maintenance department where I get work orders from the boiler room, chiller plant, to the medical and kitchen refrigeration equipment. That's my intro. Now, my present problem is a salad bar not holding temp below about 40.
The Tecumseh condensing unit was replaced (by an outside contractor) about 2 months ago. The problem first presented about a month ago. I found a leak at the suction service valve so I replaced, pressurized with 100psi nitrogen, leak tested (no bubbles), vacuumed and and recharged 404a. No record of how much to charge so I calculated 18 ounces being 80% of the receiver's labelled capacity of 37.4 cubic inches. The head pressure is 217! Low side is 18, the condenser fan is working, coil clean. Food is actually temping 37 which is ok but these pressures!?

    Pressures without temperatures are worthless.

Crazy Question...…...X-Valve or Cap Tube metering device?

No sight glass...sh is about 10" from compressor, state requires food to be under 40.
