    In some restaurants the restroom smells better than the kitchen so that might be the fresh air intake for it.

    I'm going to go out on a limb and say they're non function. You know what they say if the only tool you have is a hammer... Well the HVAC supply house doesn't carry drywall...

    Maybe they are just their version of access panels.
