Smile Thermostat question and air sealing help

My mother has a 2 flat house with hydronic baseboard/ boiler system and 2 zones.

She had the old thermostat replace with White Rodgers and looking at the configuration it states to clip W905 for hydronic system but it was not done.

If I clip this bridge does it make a difference?

The pipes running to some of the baseboards, the gaps are 2-3 inches, is their a product to insulate or close this gaps??

    Thanks for the help.
