I am not surprised that it meets local code but I would be curious to see combustion analysis under different conditions. I wouldn't be surprised to see hsi and flame sense issues before long. Is that a plastic water heater stand? If that water heater was changed would you still be able to use the 3 inch vent?
Benghazi was a 4 year investigation, there were zero indictments. The Clinton emails was a 2 year investigation, there were zero indictments. The Mueller investigation has been 12 months, there have been 23 indictments.

When 11 American prisoners in North Korea were released during the Obama administration, the President didn’t make it into a spectacle about himself.

Trump was right Roseanne is about you.

Water Heater stand is metal. Yes we would still be able to use the 3" vent and a draft vent like that. This is really very common, the old unit that was here was a 90% pulling combustion air out of the room as well. No flame sense issues that I know of. If I can I run two pipes, Lennox prefers them, but in cases like this, ya do what is legal, and what the HO will let you do.
