Water source heat pumps vs traditional chiller/boiler system

Why would we use water source heat pumps vs direct boiler/chiller fan coil units system?

Heat pump vs boiler simple thing out of my mind COP.
You get more energy per KW on a heat pump.
Did I get your question right or I'm off track

Assuming a largish commercial bldg., Allows areas with net gain to share BTU's with areas with net loss... Basically shifts heat around the building rather than adding and removing heat from the envelope. Usually run "boiler loop" at 85F, so condensing boiler works extremely well as a heat source when needed. Dry tower will provide most of the heat removal from the loop without refrigeration. High loads tower runs evap cooling to bring loop back to 85F. Lastly, you only need a two pipe system, rather than four pipes for hot and chilled....

Quite efficient. Just install the H/P's where they are serviceable!
