Outdoor Unit fan is spinning 24x7

I recently installed a carrier heat pump. When finished I noticed that outdoor unit fan is spinning no matter what. I asked the installing company if this is normal and they said yes. I just had my systems checked for the summer and the technician said this NOT normal.
Can someone tell me if anything is wrong here?

Call them back and ask to speak to the service manager or owner.
    Something is wrong.

Didn't the Technician fix the problem ( 24/7 fan blade spinning ) when he serviced the unit instead of saying " that is NOT normal "

You should have at the mimimum a one year labor warranty and it should not cost you anything as long as you went with a reputable licensed insured Contractor who sells to the public.

    .
The tech is just an HVAC "monitor", he doesn't actually fix the problem, he just lets you know you have one.

    Sorry, I couldn't resist.

Yes, call your company back, that's not normal.
