Supply company telling me you can add this on top of r-22, but most techs say it's a retrofit, any suggestions?

Can be added with no TXV adjustment.

Positively not! You seem to be saying that you will mix the refrigerants.
The old refrigerant must be recovered and replaced with the new refrigerant.
