    That's how all electric panels are done here in this part of the country, we don't even have many basements, the two meter sockets are probably from an old solar setup, abandoned in place long ago, I've also seen different rates for different uses, so they would install two meters. Is my best guess on this one.

    i know of a low income senior housing complex close to ware i live that has 168 of them FPE panels.
    told them those are a time bomb waiting to go off so what do they do move all breakers up one notch in the panel not replace the panels.
