    With ducts outside the conditioned area you could be losing up to 50% of your capacity through duct losses which may include mechanically induced infiltration. The unit is obviously too small for the present load on it.

    Manual S will tell you the size A/C you need to meet load.

    All brands have extended data/specs for performance. Here is a link to Goodmans GSX line. http://www.goodmanmfg.com/Portals/0/pdf/SS/SS-GSX13.pdf

    Look at the ratings of the 2 ton, at 95 outdoor temp, and indoor conditions of 75 drybulb and 63 wetbulb(51.6%RH). 21,300 total capacity. shr of 80 gives a sensible capacity of 17,040 BTUs.
