A centrifugal pump will draw more amps when pumping unrestricted, unless the tank is under vacuum the pump should draw less power with piping attached to the discharge and more amps free flowing!

That does not make any sense if we are talking about a centrifugal pump but if its a positive displacement pump then is very likely that the outlet is restricted somewhere!
