Sounds like it has old programming in it. It allowed bacnet to everything except setpoint and schedules.
Also the server may be hosted offline. Especially if the building is part of a larger group....

you are on seperate subnets. 255.255.255.0 for the LGR and 255.255.0.0 for the server. Change one or the other so both are on the same subnet (server will be easiest). This should fix your problem

From the LGR250_1 properties page. There should be a modstat button located on it

You have the incorrect subnet mask input on that last screen shot. Stop your connection then fix it

On that same page in WebCTRL. Press CTRL+M and run the modstat. at the bottom it will give you your ip, subnet and gateway for the LGR
