You don’t normally decrease in venting size. This looks like more than one or two shortcuts were taken. As stated before a combustion analysis will tell you more about how the system is running.

From what I’ve seen, do not seal those up. They are giving your appliances air to breath. If you take it away they will not run properly or become a safety hazard.

Is your fan motor spinning the correct direction? Is there damage to the condenser? Is the headmaster( if installed) working properly?I see no need to change a condensing unit IMO
