I would verify there is a signal to W on the furnace even though the stat says it is on.

Manual dampers in the supply, what floor is the stat on ? May need to use remote sensors that can average the temps from both floors, constant fan may help in moving the Btu's around.

At 22 years old , do you have it serviced yearly? could be other issues causing your problem.

Pizza places are notorious for having alot of flying flour and things in the air , have your service people check all air moving equipment and clean as needed.

Is the MAU using gas for fuel? And do each units have a gas fireplace? I have seen condos where the gas is on a common meter and during the winter, the fire places are on and drives up usage.

As said above,verify temp in and out over the indoor coil and also the return temp at the return grills and then at the return of the coil. Are you sure the outdoor unit is running and producing heat...

Wait till the heat exchanger fails, as they will in that date range, put your money into a new furnace. There is plenty of reading on carriers older 90 s lawsuits.

Verify gas quality and pressure first, pilots cleaned, i guess you could just have worn out valves but i would start at the beginning points first. At least new valves or at least one would be handy...

That old of air handler should be replaced, but it should be easy to trouble shoot. Leave one lead on xfmr common and use the other to follow the circuit around.

Well if you look at the first pic you will see oil stain on the end of the copper, on the end of support leg and on the ground all in the vicinity of the discharge pipe. That is where i would start...

Was it air balanced or proof of correct amount of airflow.

Does have oil staining on the piping end and under it. Get the electronic sniffer out.

The reason i asked is i just put in a model CH16b24 that the inverter driven comp has a ringing sound when it gets up to full speed. I just have not checked out what it is yet

Your tech needs to look a little harder. And there is a lot of ways to find leaks beyond checks the coil and electronic tests.

I would also add to verify heat exchanger is good, gas pressure check as said above, and put a amp clamp on the HSI while energized, you can have a small crack that will get warm but not ignite. If...

Its a 240 volt motor so you will have 120 to each wire. Not a DIY site.
