I recently installed SCT on a new laptop which seem to be working fine for couple of days, but localhost/UIoffline give the following error "HTTP Error 503. The service is unavailable."...

As far I know you'll have to pay for it. Yeah can't do anything till you have both SCT and MS-DP installed and licensed.

You need MS-DP-0 (Metasys Device Package) it works as same as field controller package but is for SCT.
get MS-DP license it then you'll be able to add devices in SCT.

Boot option won't come up and is greyed out. I tried MAP, the field operator tried using NCE still no result, BTCVT won't connect with CCT 14.
USB option would have been better as MAP takes decade...

Just found main code option in CCT. Main code transfer stopped at 98% with an error "main code update required"

Also the indication lights for FC bus is steady whereas SA bus doesn't bother to glow even after connected with MAP.

You got a good point there but unfortunately haven't programmed the controllers yet, I had prepared the programs for commissioning but project is undergoing installation work.

just did that for a small system program, I got chiller plant on those files and a lot of connection works too, why would JCI do that :(

I have been working with both FACs(ver. 10.4) and FECs(ver. 10.2) on different projects, some time back accidently opened and upgraded all my .caf files ver. 10.2 from a project to ver....

it does have its web link "mapgwy.com" some features can be used without any JCI software.

no it doesn't, only the FAHUs on far end (27th floor) shown in schematic have bypass only, all other AHUs and FCUs are 2-way something like this.833960

decoupler line isn't full size if main chilled line is 12' it isn't more than 8' (if 10' decoupler is 6').
there's no valve on decoupler line schematic does have it but system works on pressure...

Here's some more info on the system that might clear up things more.

First there is a decoupler line before secondary pumps (forgot to mention in schematic apologies)

There is an expansion tank installed (bladder type) and is not busted, did a check on it today.
