That damper should be open when exhaust fans are calling. Bathrooms, kitchen. It can also be activated by timers.
Do you have a service provider? Have them check it for proper operation.

Being what 8- 10" to the roof id WAG the roof is the issue.
Cut the sheet rock back 12" and see if the leak stops!
