I agree with VAEngineer. Only thing I would add is if the run is more than say 150' I would use a mA signal as opposed to 0-10VDC so you don't have to be concerned with a voltage drop.

I figured the PC and FX controllers could have the BO, RO and UO programmed in CCt or PCT for a momentary relay control as well as maintained but didn't see anything about in in the documentation.

Exactly as orion242 pointed out. I would never wire the safety only to the controller. Now I have wired them to a two pole relay and wire one pole to teh VFD and the other back to the controller.
