Well that main breaker does follow but if those meter lugs are loose it will heat up the breaker causing a trip.
It's called a meter socket and the local utilities would provide them for free but not anymore.
Yeah something isn't adding up. I can't see lugs coming loose within a year unless they were never tighten up. What electrician would forget to do that ?
Those should be torqued down. The heating and cooling can work them loose.
Out of curiosity who determined the line size ?

Some a/c scrolls will not go below 20 psig. on a pump down.

Heat pump will not work without the proper valve.

Yep, if it's able to off cycle long enough the pressures will eventually equalize. Only to be sucked right out without the cap tube able to feed quick enough to catch up.
