You probably have a hot gas bypass feeding on suction side. That may explain why pressure jump up and down.
Is the unit undercharged?
At that ambiant temp you should not be feeding with hot gas.

Get some pressure reading with gage and some temperature.
It will help you and those who want to help you out.

As a rule of thumb you look for 2 to 2.4 gpm per ton at the evap.
Around 3 gpm per ton on the condensor.
Regardless of the option it's just a standard.
