FyI Those furnaces can run without a call from the thermostat at times. The board can make that decision.

Sounds like u have a shorted fan wire in the condenser fan area.

Some York units work the same way in which the board staging isn't just timed only. The staging algorithm is pretty sophisticated apparently.
