ahu's are on a schedule of operation....all he told me,and that mixed air damper position prevents cooling valve from actuating....something about dampers are slow and they don't want to make...

When ahu first kicks on it locks out chw valve for first 20 minutes until outside air dampers settle into their position.....is what i foind out from my supervisor yesterday

lisc. contractors go out of business too......alot of your low quality is due to budget/money issues as well......not just untrained unliscensed contractors
no is my answer......free market will police itself
no state lisc. in illinois.....only roofers and plumbers.......the way they look at it is......free market will weed out the hacks itself......if your work is subpar....you won't be in business long...

Working in a similar position now at a university campus....have to say...night and day difference from residential hvac
