No, you should be fine. Capacitor failure is a common thing. Compressors survive it on a regular basis.

At 25.7 PSIG, R22 saturation temp is 2°F. Was it 2°F outside when they checked the standing/static pressure. If not, you system has only vapor left in it.

Your return filter grilles are a tad small for using MERV 8 or higher air filter. So I would recommend not putting any air filters in them. Unless they are MERV 6 or less.
What size is the furnace and the A/C? What size are the two return grilles?
Check the zone panel. May have blown a fuse on it, or burnt out its transformer.
Did you check the furnace fuse, or the zone panel fuse.

The oil burner will need set up with combustion equipment, not just eye ball.
Call the home warranty company, they will tell you if you covered or not.
