Was at one similar (easy access crawl) last year... do not think it was a section 8... Anyhow... Sent the management co a pic of the mess... told them regardless of what was done... there would be a health hazard. Ended up installing a whole new system and replacing half the flex ductwork. And yeah... used an old shop vac to clean out the furnace... the 'resident' (rat) was not there when we did the install.
jobs like this they rid the furnace of the infestion or i say call someone else and walk out the door

Every time I go to section 8 the house is dark. Heave drapes or comforters on the windows. Try the light switch’s......nothing. Lights never work in low income housing. Lol

This whole neighborhood is a black hole. Mostly section 8. Had a little boy bring me a pack of ramen noodles and ask me to cook them. All of the able bodied adults were laid up in the bedrooms. No lights in the house ever work.
