If he at least had the circuits labeled at the box... oh wait, there's no cover on that panel. Oops. Can't wait for a mouse ot wander on by.
Sloppy, messy unsecured wires are bad enough, but I'm seeing some really small gauge wires mixed in there... and no covers. I hope to hell he's a old hermit without any children or grand kids that might visit.
That reminds me of a photo of a utility pole in India. I don't have a link, but take that picture, multiply it by 10 and place it outdoors in a crowded slums in a major city.

What's really sad is that I'm not suprised that electrically, everything works. Normally the hard part is wiring s*** correctly. Routing wire and securing it IMO is quite a bit easier... although it does require a little planning and thought. But seriously???
The problem now is that a licensed electrician probably won't want to touch that mess... and correcting it will cost 50% more than what it would have cost to do it correctly... because they will likely need to tear it all out, and start all over to meet code and be comfortable with putting theri name on it.
I wonder if the HO realizes that if anyone gets badly hurt, such gross neglegence would land him in prision or a lawsuit that his insurance company won't cover.

I know whats wrong.....
He tied the grounds and neutrals together in the sub panel.
That's the violation right?!?
He should really store about 100 gallons of gas for the generator and maybe a propane tank or two down there also. Should help fix the problem!
