i need install a Buffer Tanks for multi-chiller system (prevent more than 6 times on/off chiller in a hour), but i get concern about PN (pressure nominal) for this tank. IF all pipe have PN 16, so need i choose PN 16 for Buffet tank ?

You do not give enough information for a clear answer. The tank has to support the weight of the water in it. We don't know how much water or how high the volume of water will be.
If you have a multi-chiller system and you are installing a buffer tank(s) to prevent cycling, you need some professional advice on site in a couple of areas.
chosen volume is 18 m/3 fore buffer tank, the max operating pressure is 10 bar (PN 10). Im very greatful to know which areas need consider with buffer tank with a professional ?
as far as i know, i have some estimated volume rate for buffer tank and formula for choosing required volume but i hardly find or dnot know where to get information about What operating pressure buffer tank need ?

You seem to be describing multiple chillers that you are having short-cycle problems with.
Some considerations are:
Are these on seperate processes or all serving the same process?
Can the chillers be staged and eleminate the problem?
What is the process and the demand? Perhaps a buffer tank is the only solution or no solution.
You have many questions that need to be answered before you start throwing money at this project. None of them can be answered over the internet. You need someone on site to help you out.
Pressure rating of the tank is a minor problem at this point.

Thank a lot for advices. Unlucky, these considerations have done/solved by other, my job is only find the lowest price for buffer tank with chosen volume and we have a big different price with different PN. That's the reason i want to know about PN of buffer tank
Since the buffer tank is a pressure rated vessel, the place to seek information is ASME. They would be the authority on what the design pressure requirements need to be.
