Provide 60-100 cfm of fresh air when occupied to purge indoor pollutants and keep window dry during cold weather. T-stat setup/setback +8 hrs. saves energy

Actually they used to do this.
I recently ran across an old Frank and Church system on a cook line that was probably 40' long. It used a plate frame HX with an automatic steam wash down. The system was 30 years old, I imagine, and know longer functional in auto mode, but still worked....hand mode...which they did. They wanted to fix controls but I would not touch it. There were many many more current code violations on the system.
Politicians need to be changed like diapers, and for the same reason.
