It was actually way overcharged, so that solved high pressure 5 second run issue..
Now it seems to be running right but can't lower low side line temp, its about 76degrees coming into the compressor.
So right now my superheat is around 60, which is very high, I have reached 250psi on the high side while unit is running but the suction does not seem to be affected, remains at around 40psig.
I think this is what the previous person that worked on it had, so whoever this was just kept on adding freon.
RIght now my big issue is calibrating it correctly but just don't want to end up overcharging it like the last person did..
whats your metering device and what charging method are u using
to sub cooling??? what is your sub cooling????
Airflow? Unit have a belt drive blower? Have you tried heating up the expansion valve bulb with your hand to see if it will react at all?
Need sub cooling measurement now to further diagnose.
yes in my world w/ txv you should be charging to subcooling

Standing pressure of R22 of 200 PSI sounds a little high to lil old me. I'd expect more like 90-100 equalised. Would try rto reclaim some juice and see what happens to prove over charged thoery, before jumping to conclusion of a dead TXV. Could be non condensables too if someone doesn't consider a vacc pump worthy If it is over charged after taking some juice out, reclaim the lot just incase of non condensables, throw in a new liq drier, vacc the lot out way down low and crage her again. This time make sure the ambient is high enough or block some condenser not to over charge her. Head pressure is relative to suction!
Assuming the obvious,the fan is running, and there is no other valve between high side and low side which might be DOA, closed blocked. TXV could then be the only blockage. Those ball valves are open right?

also, whats this head pressure is relative to suction stuff?

if it was me,at this point i would probably recover refrigerant , replace or add driers , blow some nitrogen thru it,evacuate,and put that door back on,that you took pic from, when you start it back up.
