Valve is designed to work in temps waaaaaaaaaaay below freezing , so no , a little ice wont hurt the valve.

Find out why the thing is icing up.

May be, May be not. It all depends on the make/model and most important power element charge.

You can get an internal leak within the valve,caused by warn pushrods and packing.When this happens liquid hits the power assay.and backs off the valve.

It absolutely can effect TEV operation, particularly with a pressure limiting charge where there is only a very tiny amount of liquid in the bulb.

If the temperature of the power head assembly drops to a temperature that is colder than the bulb location, then the charge will migrate to that colder location, leaving the bulb without any liquid to generate pressure to open the valve.

This is one of the major drawbacks in using a pressure limiting charge.
