quadra fire mt vernon igniter questions....

igniter on my pellet stove was toast...no ohms on the leads....installed new igniter, and it tested 45 ohms or so....
still would not light.
what voltage should be at the 2 leads that clip onto the igniter leads? can u test them to see if there is voltage at startup?
also does it matter which way the igniter leads were plugged in?
lastly, in case i have no voltage, how do u remove the control panel cover to check the fuse?

i think im only getting 1 volt (at least thats what its reading) on each lead to the igniter on startup.....is the fuse blown? how do u take the cover off plz?
