    I have a two year old Payne split unit HVAC with electric heat and the blower will not stop running, even when the thermostat is turned off. I also discovered that the heat strip is on while the fan continues to run so I have to turn off the power at the circuit breaker. Is the fan running due to the heat stip being powered?

    It has been some time since I have had to deal with a heat issue so any help will be greatly appreciated!

    Could have a electric heat relay or contactor taht is stuck closed. Certain systems have it where if the high limit opens (temperature in unit gets too hot) the indoor fan will run.

    yes it does sound like the heat generated by that heat strip would keep you fan running, there might be seperate breaker for heat strip and the actual fan try and turn just the heat strip of and see what happens.
