While I currently own a few commercial buildings along with my service companies I fully understand the LEASE aspect as well as the charge backs to tenants.
However you fail to realize REGARDLESS of who pays the utility charges it is in the best interst of both TENANT and OWNER to watch the COSTS.
In todays economy its no LONGER free rent , lot of short term leases or sublease as companies downsize.
Here we are now billed on TIME of DAY power consumption , should see the legal side of that.
Anyway to the OP good move in watching your ENERGY costs.

I agree with what your saying, but again. as i said before "you will get a different answer depending on who you ask" Just for the record, I'm all for lower operating cost.
