    With those numbers it does look like ckt 1 is overcharged. Subcooling at 32 and SH at 10 with 266psi head. What is your water entering temp? Are you sure the free cooling coil valve isn't leaking? For the low airflow, i would take Delta P across both coils together. What is your Delta T on this unit?

    The only unit i've worked on like that had a discharge bypass regulator to maintain a set pressure in the evap coil. Does this unit have that? If it does you would want to set it about 62ish to keep it from freezing.
    You mentioned a 3way valve earlier made me think of this.
