...One thought I did have was the CVHF 1300 has 2 actuator motors for the vanes , 1 for 1st stage and a separate 2nd stage actuator . The actuators must be set correctly to make sure the vanes are not being overdriven in the closed or open position . This would strain the vanes internally . Those hydraulic actuators have huge amounts of torque and could easily damage the vane assemblys if not set correctly .

how old is this chiller? CTV-SVC60A-EN? it does not technically cover this chiller, but....
