    I recommend replacing both so you have a new "system", but you can replace just the outside unit as long as you match it up with the indoor coil, which I would also replace.
    If everything was always done "by the book"....the book would never change.

    This problem can only be solved by a trained professional. It could be a bad breaker, loose connection, compressor bad or going bad, need hard start kit, etc....There is no way to tell on this forum what it is or how much it will cost for repairs. But a thourough inspection of all wiring and operation will tell. Good luck.
