    Confused Ballast

I know this not ac or heating. hope someone can help.
I have a light in a walk in cooler that is not working.
there is 120volts to the ballast. coming out of the ballast one light plug is 184 volts dc. the other light plug is 54ac. I tryed new light bulbs (think there new) still the light will not come on. So how do you check a ballast?

if its getting power, the connections are tight, and a known-good bulb doesn't work, then the ballast is bad. There's no way to check them with a meter, especially the electronic ones. In fact the electronic ones won't even put out power unless they sense a bulb is connected.
