    Is it more fuel efficient to run a h.w. boiler in lets say a single zone/single pump two flat system in a continuous pump operation?

    You need some kind of outdoor reset to vary the water temp on a continuous pump config. 2 flats, you mean 2 apartments? Tougth to keep them balanced without some kind of zoning, especially if one's on a second floor. A good outdoor reset should also have 2 interior temp sensors to try to average the heat needed.
