This Building Is Always Having A/C Trouble
This is what happens in rural areas when there's little to no code enforcement:

Looks like one of the units has a sharp 90 in the suction instead of a refrigeration 90, its always nice to work on these i bet!!

Wonder if the building always having A/C trouble as anything to do with the fact that all the units are crammed together?

I have seen worse,like maybe 5 rtu's at the bottom of a 10 story shaft and more 5 ton units at windows on the way up! Too cheap to have chilled water!
Having AC trouble? I bet you could sell them two or three more units and just put them on a shelf over top of the ones that don't have a shelf over them. And if that doesn't work, just set up a mister system to cool them down better. Yes, I studied AC technology in Poland.
